What is BABAA? The Build America, Buy America Act (BABAA) is a federal mandate that applies to any "infrastructure project" funded by Federal Financial Assistance (FFA). BABAA requires a domestic content procurement preference—meaning that all iron, steel, manufactured products, and construction materials used in the project must be produced in the United States, unless a specific waiver has been issued by the funding agency. This is known as the Buy American Preference (BAP).
